Mr. Modzelewski is an attorney with over 23 years of experience in legal research and drafting, as well as a certificated commercial pilot and aircraft dispatcher.  As Director of Regulatory Affairs at PAI Consulting, Mr. Modzelewski provides research, analytical, technical, and drafting support for several Federal agencies, technical committees, working groups, and aviation rulemaking committees (ARC).  This support includes substantive research and analysis; drafting of reports and other work product; planning and facilitation of committee, working group, and writing team meetings; design and administration of databases; and preparation, review, and updating of meeting materials, records of meeting, communications briefings, and schedules and work plans.

Mr. Modzelewski’s major projects at PAI have included providing support to a number of technical committees, working groups, ARCs, focus groups, and regional, national, and international conferences, including the Aviation Rulemaking Advisory Committee and the Future of Aviation Advisory Committee.  This support includes planning and facilitating committee and working group meetings; participating in project planning and oversight, including developing project plans and determining resource needs and allocations; drafting, disseminating, and providing analytical support for principal publications, outreach materials, and meeting proceedings; reviewing and updating meeting materials, records of meeting, schedules and work plans; and assisting with the development of final reports to the Federal Aviation Administration (FAA), the U.S. Department of Transportation, and Congress.  Mr. Modzelewski provides support for multiple committees and teams fulfilling objectives of the Aviation Safety Information Analysis and Sharing (ASIAS) program, and also conducts and participates in aviation safety analytical studies for ASIAS and the FAA.  In addition, he has supported the drafting, editing, and production of aviation regulations for a foreign government client; and provided exemption processing support for the FAA Office of Rulemaking (ARM).

Previously, Mr. Modzelewski worked as a contract attorney as well as an associate attorney for Chapman, Kessler, Peduto & Saffer, LLC.  In this role, he represented clients in commercial litigation and other legal matters, and was responsible for the deposition of witnesses and argument of matters before various trial level State and Federal tribunals.  He also was responsible for drafting pleadings, briefs, legal memoranda, and discovery materials.  Mr. Modzelewski also served as a financial projects specialist and independent consultant for Kiwi International Air Lines, Inc., where he prepared financial and operational analyses.
