SMS is a systematic, comprehensive, and proactive approach to managing safety. The International Civil Aviation Organization (ICAO) requires operators, maintenance providers, air traffic providers, and airport operators to implement an SMS accepted by the State. The Federal Aviation Administration (FAA) has endorsed the ICAO SMS and is working on implementation.
