Mr. Schaefer is an accomplished former member of senior investigative management with the DOT Office of Inspector General.  He is a sworn federal agent and military officer, offering solid history of investigating and directing complex administrative and criminal aviation investigations.  Mr. Schaefer is highly knowledgeable and experienced in all areas of inspections, compliance reviews, facility security, and preventing contract and grant fraud.  He possesses a rich career history marked by numerous performance and team awards, and has established collaborative relationships with aviation industry and government agencies.
 
As the Director of National Investigative Programs and Special Agent-in-Charge, Mr. Schaefer inspected and conducted quality assurance reviews of 19 investigative offices and NASA for compliance with U.S. Attorney General guidelines for federal law enforcement and agency procedures.  He assisted in the supervision of 9 regional investigative offices and the 
Office of Integrity Investigations with a total staff of 120 agents and investigators.  In addition, he supervised, coordinated, and conducted complex aviation and highway fraud investigations, and internal inquiries of departmental employees, and participated in multiagency investigative task force operations concerning priority investigative programs to include aviation safety, contract and grand fraud, and transportation of hazardous materials.

Mr. Schaefer served as congressional liaison and testified at hearings, instructed and lectured on aviation and contract fraud programs to aviation and highway industry trade groups, and coordinated investigations with the NTSB.  In addition, he initiated and coordinated new legislation with Congress that was passed into law in 2000 titled, “Fraud Involving Aircraft or Space Vehicle Parts in Interstate Commerce,” which greatly increased criminal and civil penalties against those convicted of dealing in unapproved parts.
